Green Economic Development (GED)

The overall objective is to create a favorable environment for financing energy efficiency measures and renewable energy sources projects, and institutionalization of energy management in public sector buildings.

Project activities contribute to and are in line with the European Union directives, Energy Community Treaty and the country’s obligations to report on current energy consumption and energy savings. The Project also contributes to the economic progress of the country, through employment of domestic workforce, generating budget savings, and reinvesting in local priorities and infrastructure.  

The Project has five specific components:

  1. Capacity building and technical assistance to the Environmental Funds;
  2. Institutionalization of energy management, by introducing Energy Management Information System (EMIS) in public buildings;
  3. Enhancing of legislative framework, including support to the Environmental Protection Funds to develop bylaws and financial mechanisms in order to establish a sustainable system of financing of energy efficiency projects;
  4. Implementation of infrastructure measures, to secure energy and financial savings, reduce greenhouse gas emissions, employ domestic workforce, increase beneficiary’s comfort, reinvest saved funds;
  5. Raising public awareness on energy efficiency, including education for adults and youth about smart energy use and protection of environment.
