Green Economic Development - Phase II (GED2)

The overall objective is to create a favourable environment for financing energy efficiency measures and renewable energy sources projects, and institutionalization of energy management in public sector buildings, with an extension to local governments.

Project activities contribute to and are in line with the EU directives, Energy Community Treaty and the country’s obligation to report on current energy consumption and energy savings. The Project also contributes to the economic progress of the country, through employment of domestic workforce, generating budget savings, and reinvesting in local priorities and infrastructure. 

The Project has the following six components:

  1. Capacity building and legal framework, including capacity building for nearly zero energy buildings and technical assistance to the Environmental Funds, strengthening capacities of municipalities, public facilities, public utilities and enterprises, development of energy intensity mapping application and introduction of monitoring and verification module within the Energy Management Information System (EMIS),
  2. Institutionalization of energy management, including introduction of EMIS in municipal buildings and its implementation in public lightning systems,
  3. Establishment of financial mechanisms and legislative framework, in cooperation with the Environmental Funds - Revolving Fund, soft loans and Energy Service Company (ESCO) Fund,
  4. Implementation of infrastructure measures, including energy efficiency retrofits, renewable energy measures, solar hot water and photovoltaic systems in public sector buildings, and energy efficiency in public lighting systems,
  5. Raising public awareness on energy efficiency among general population,
  6. Installing Renewable Energy Sources (RES) for off-grid households (hybrid photovoltaic and solar system solutions for remote areas without electricity).

First concrete results are expected in early 2019.
